Potential causes:
- no spatial files found
- no 'GIS_LINK" attribute found in spatial data
- spatial files uploaded to wrong location (FTA & Block boundary shape files must be in "ESF Spatial - Road Permit & Block Boundary Spatial" location)
- incomplete spatial dataset (multiple files make up a shape dataset: .SHP, .DBF, .SHX and .PRJ are the bare minimum required)
