Potential causes:
- One or more spatial features, or portion(s) of spatial features are duplicated in the SHAPE data so when Phoenix Connect performs the "group and dissolve" function during the XML file creation some polygons are incomplete due to shared boundaries being dissolved.
- Verify all spatial features and their GIS_LINKs are correct and unique for each Phoenix Connect record (Opening, SU, Stratum, etc.).
