Forest Cover submissions describe the forest cover attributes of all forest cover strata within an opening. These submission files can be generated by Block (one Block in a submission file), or in a batch (multiple Blocks in one submission file).
Prerequisites/tips
- GIS ID or Non-Mappable Component Reference Stratum ID is required for each stratum record.
- Block must exist in RESULTS (Opening - RESULTS - RESULTS Generation Date: Opening must contain a value).
- Total Forest Cover Area must equal Total Gross area.
- MOF Client Code and Location can be entered manually on any submission creation page if not already entered under Configuration - Settings - ESF or Master List - ESF Client Codes.
Multi Layer
- Check the Multi Layer box
- Check the RESULTS Layer box on the layer that has the attributes you want to see in RESULTS (Stocking Status, Stocking Type, Reference Year, Site Index and Site Index Source from the Inventory Component)
- If you want to Exclude Layers that do not have any data, remove their Layer ID.
RESULTS Forest Cover submission timing
The timing of Forest Cover submissions is tracked by block on the Opening - RESULTS page.
Forest Cover submission type (Disturbance, Regen, FG) is determined by the State attribute on Forest Cover strata records. Toggling the Forest Cover Update Required check box allows a submission to be created at any time.
The timing of Forest Cover submissions is based on the following:
Harvest
- If any Stratum State = NSR, and
- RESULTS Generated Date: Forest Cover Disturbance is empty
Regen
- State in all Strata = REGEN or split REGEN/FG, and
- RESULTS Generated Date: Forest Cover Regen is empty
Free Growing
- State in all Strata = FG, and
- RESULTS Generation Date: Forest Cover FG is empty
User Update
- The Forest Cover Update Required check box is used to override the current settings and allow a Forest Cover submission file to be created regardless of the state of the Forest Cover strata. We call this a User Update submission.

Create a Forest Cover Submission for one Block
- Launched from the Opening - RESULTS page using the RESULTS Submissions button. The Submission Status will indicate any errors in red or ‘OK to Generate’ in green.
- Check on any data Warning(s)
- Select the Submission Type, Forest Cover
- Click Generate.
Phoenix Connect will provide a Download Submission link along with details on the file creation.
Download Submission link
The Download link is available only while on this page. To regain access to the Download Submission link, delete the RESULTS Generated Date(s) and regenerate the submission.
Area Variance
The Area Variance shows the difference between the area calculated by the spatial data and the area entered in Phoenix Connect. Large area discrepancies may require investigation.
- Click the blue hyperlink(s) to view the Area Variance details.
Message
Unsuccessful file generation will display error message(s) indicating why the file could not be created.

Create a Forest Cover Submission with Multiple Blocks (Batch Submission)
Launched from the Reporting-RESULTS - Forest Cover - Submission button.
The Eligible and Ineligible pages are displayed indicating which records are available to include in a submission and which records have missing or incorrect data.
Note: If a Forest Cover Submission is required regardless of the state of the strata, the Forest Cover Update Required check box will need to be managed at the block level from the Opening- RESULTS page.
