These submissions are managed/created from the Tenure Admin - Road Permits page using the Generate RRS Submission button (green icon on the far right).
Prerequisites/tips
- Road Permit and Road Sections within that Road Permit must be created first.
- MOF Client Code and Location are required during file generation
- Shape Files with the Road Section(s) need to be loaded into Spatial Storage (Left Pane)
- section GIS ID must have a positive spatial connection to data in Spatial Storage.
- Use the Map View Icon to preview the spatial data that is linked to your Road Sections.
Road Permit
All Road Permit#'s will automatically have their Application Purpose set to 'A' - Amending the existing Road Permit.
Road Sections within the Road Permit
New Road Section (not in RRS yet)
- Select the Purpose N - NEW
- When you Generate a file successfully, Phoenix will fill in the RRS Generated date.
Amend an existing Road Section
- Select the Purpose = 'A-Amend'
- Amend. Type, MoF Start KM and MoF End Km are all required

Amendment Type Codes:
- INCREASE (Used for adding length) - When submitting an Increase Amendment you are required to submit the whole road (0km to the new length) - Spatial and Tabular
- REENG (re-engineering)
- SHORTENING (removing length)
Creating a submission
- Red text indicates reasons why a Section is not ready for submission.
- Green Rows with a Purpose = 'N-New' indicate a new Road Section is being added to Road Permit.
- Pink Rows with a Purpopse = 'A-Amend' indicate an existing Road Section is being amended.
- Select the Road Section(s) for the submission.
- Select the Generate button.
- Use the download link to save the submission to your local drive.
ESF Submission Site
Select 'Resource Road Application' as the submission type when uploading to the ESF site.
Tips on Purpose selection:
When you first enter the Page, on the Section(s)
- Purpose will default to 'N-NEW', if there is No RRS Generated Date
- Purpose will default to 'A-AMEND', if an RRS Generated Date exists
- If it applies, you can select the Purpose based on based on the Section(s) scenarios
- See Screen Shot Example Below: We generated a file to amend RP R12345 to Section 1900 and 259 and add Section 82A. When the file is generated, the RRS Generated date will be filled in. When the file was uploaded to ESF, there was a business rule failure. You fix the issues and then come to the Generation page again. Although the Purpose will default to 'A-Amend' for Section 82A (because FTA Generated is filled in), you can select 'N-New' so that the correct Applicaiton Purpose is written out to the XML
Applying for a Brand New Road Permit
- Enter 'NEW' for the RP #
- Add your Sections
- Generate the File
- Upload the file to ESF to request a New Road Permit.
- Replace 'NEW' with the RP# that was issued by the government with the approval
