These submissions are also known as FTA Harvest Application (No CP) or HAnoCP submissions and are generated from the Tenure Admin - Harvest App (No CP) page using the Generate FTA Submission button (green icon on far right).
Permit types include but are not limited to:
- Christmas Tree
- Licence to Cut
- Special Use
This type of FTA submission sometimes includes cutblocks (Openings) but not always so it's a good idea to check with your District contact before entering the data into Phoenix Connect. (File Types: B02, S01, S02 do not contain cutblocks. All other File Types do.)
You will need to know what purpose codes to use as well (HAnoCP or Special Use). The District should be able to tell you that too but here is a link to their FTA Code Tables for your reference: https://www.for.gov.bc.ca/his/ft/techspec/ (Internet Explorer is needed for this site).
Prerequisites/tips
- Licence (and sometimes Opening depending on the permit type) must be created first.
Note: Unlike a 'CP' submission, you may not know the Licence number yet as many Districts issue the Licence number when the submission is approved. In these cases, create a new licence on the Forest Tenures page called 'New' or 'Pending' so Phoenix will know how to generate the submission file. Once the submission is approved you can update the Licence with the one provided by the govt. - Permit information is managed from Tenure Admin - Harvest App (No CP) - Edit (pencil) button.
- Application Description is required by the government.
- MOF Client Code and Location is required
- Net Area for the submission is either the Net Merch area entered in the FTA section on the Opening Details page or, if Net Merch field is empty, the calculated NAR will be used (sum of SU net areas) for each Opening.
Note: SUs are not usually created for 'no CP' submissions. - Opening FTA attributes are managed on the Opening Details page, FTA section.
- Spatial Requirements:
- Spatial must be submitted at the Block level (when applicable) AND at the CP Level
- Enter the GIS ID on the Opening Details page for each cutblock
- Enter one GIS ID (from the Openings) for the permit on the Harvest App (NoCP) page
Create a submission with Cutblocks
- Tenure Admin - Harvest App (No CP) page
- Select the Generate FTA Submission button (green icon on far right) for the desired Permit.
(Permit record will display with cutblocks/openings below). - Items in red indicate reasons why a record is not ready for submission.
- Use the blue hyperlink in front of the GIS ID to go to specific Opening Detail pages if changes are needed.
Note: right-click and open in a new tab is handy here! - Select the cutblocks/opening(s) for the submission.
Note: Only select the opening(s) needed for the submission. - Phoenix will output New or Amendment identifiers based on status of Permit and Opening FTA data.

- Use the download link to save the submission to your local drive.
Create a submission with no Cutblocks
- Tenure Admin - Harvest App (No CP) page
- Select the Generate FTA Submission button (green icon on far right) for the desired Permit
(Permit record will display with no cutblocks/openings below). - Items in red indicate reasons why a record is not ready for submission.
- Select the "Harvest App Only" check box to tell Phoenix no cutblocks will be included.
- Phoenix will output New or Amendment identifiers based on status of Permit data.

- Use the download link to save the submission to your local drive.
Permit - FTA Generated date
- If date is blank, submission file = Permit New
- If date is not blank, submission file = Permit Amendment
or
Select the field to replace with RESUBMISSION to re-generate ‘New’ submission.
Opening - FTA Generated date
- If date is blank, submission file = Cutblock New
- If date is not blank, submission file = Cutblock Amendment
or
Select the to replace with RESUBMISSION to re-generate ‘New’ submission.
