We received an explaination from MoF on why this error is occuring:
It has to do with shared polygon boundaries.
When you have a shared boundary, each line is made up of points or vertexes. If each polygonal side that make up the shared boundary do not have the same number of points, being exactly in the same spot, the actual process of uploading the xml to the Ministry of Forests ESF portal will somehow shift these singular floating points ever so slightly to create an error. When you visually inspect the shared boundary, you won’t be able to see this because it only happens in the upload itself.
They suggest to ensure each shared boundary has the same number of vertexes along each line.
